為了整合和平島東側文化觀光資源，發展基隆觀光新亮點，基隆市長林右昌日前率領市府相關單位親自會勘位在和平地區原住民族聚會所、社寮東砲台、阿拉寶灣、和平島龍目井等周邊環境，希望能在現有的在地文化、自然地景的基礎下，重新整合、串連和平島東側文化與觀光資源，成為新的亮點。

林市長首先前往位在和平島的原住民族聚會所，他指出，市府自2019年推動「阿拉寶灣原住民聚落再生計畫」，經由青年駐地團隊兩年的進駐擾動，輔導整修，已有在地連結的文化基礎，周邊可串連社寮東砲台、阿拉寶灣等景觀祕境，未來可以頂尖饕客為目標市場，結合原民部落特色建築、青年廚師及地方創生概念，打造和平島部落廚房體驗，近一步帶動原民部落及文化觀光之精緻旅遊發展。

林市長也說，市定古蹟─社寮東砲台，是自清末、日治時期起，基隆地區的軍事要塞，具高度的保存價值。從社寮東砲台制高點可以眺望基隆嶼，擁有360度無敵海景，是基隆國際級的祕境，市府已經將東砲台文化歷史的規劃及推展，納入「大基隆歷史場景再現整合計畫2.0」，進行整體的整理、活化及再利用。

林市長也特別前往每年限時開放的「阿拉寶灣」，他指出，這裡曾被評選全球21個最美日出觀測點，更有豐富的天然資源，處處充滿了在地特色元素，更是秘境中的秘境。他認為，和平島阿拉寶灣擁有得天獨厚的資源，比美野柳原始的地質風貌而保存得更為完整，未來若規劃後門進入的路徑，可朝夏季每日限定300人進入的方向規劃，由市府建立推動平台與北觀處研商推動並改善阿拉寶灣涼亭景觀及環境整潔。

另外，林市長也特別走訪和平島龍目井，此為早期西班牙人統治時期開鑿的古井，用來提供聖薩爾瓦多城水源，林市長表示，由於龍目井具有歷史文化價值且位於阿拉寶灣後門美景路徑的出入口，市府短期請環保局及區公所改善環境垃圾問題，由本府文化局改善解說牌，整體則納入「大基隆歷史場景再現整合計畫2.0」進行文資環境的保存維護及整理。

觀銷處長曾姿雯補充，觀銷處將建立整合平台，統整跨機單位相關計畫推動和平島區域觀光發展，同時由本府都發處以「阿拉寶灣原住民聚落再生計畫」為基礎，將週邊區域納入整體規劃，整合計畫推動；文化資源部分將整合文化局「大基隆歷史場景再現整合計畫2.0」維護及改善龍目井、社寮東砲台等文化資產。同時藉由中央及地方的合作，整合原民部落特色餐飲、社寮東砲台、阿拉寶灣等秘境，推出創新遊程，輔導地方觀光產業的發展，帶動區域觀光
