由彰化縣政府與交通部觀光局參山國家風景區管理處、行政院農業委員會林務局南投林區管理處、水土保持局南投分局共同主辦的「2021鷹揚八卦賞鷹活動」記者會，於今(16)日上午在八卦山脈生態遊客中心舉行，彰化縣副縣長林田富代表縣長王惠美、參山國家風景區管理處代理處長曹忠猷、林務局南投林區管理處副處長李志珉、水土保持局南投分局秘書陳存凱、彰化縣野鳥學會理事長謝孟霖、南投縣野鳥學會理事長喻榮華等人與會，歡迎全國鄉親於3月20日、21日至芬園鄉文德國小共襄盛舉，除了可欣賞灰面鵟鷹翱翔英姿以外，並有南路鷹生態市集、生態導覽及生態踏查等相關活動。

　　林副縣長說，鷹揚八卦活動至今已經28年，每年在3月春分前後都十分期待能夠在八卦山賞鷹，往年南路鷹北返大約有一萬六千隻到一萬八千隻會在八卦山棲息補充體力，去年則達到了高峰，約三萬八千隻，今年很有機會超過去年的數量，熱情歡迎全國愛鳥人士到八卦山賞鷹，鷹揚八卦賞鷹活動是生態觀光旅遊、生態教育非常重要的一環，適合親子同遊，特別現在春天時節，彰化各地繁花盛開，像是芬園黃花風鈴木、二林木棉花、二水花旗木等地，熱情邀請全國愛鳥人士也可以到彰化各地走走。

　　參山國家風景區管理處代理處長曹忠猷說，參山國家風景區與縣府、林務局與水保局合作推出在地小旅行，結合農業生態與賞鷹生態，有四條小旅行與一條自行車旅遊年的遊程，歡迎全國民眾一起來賞鷹、看展覽、玩彰化八卦山。

　　彰化縣野鳥學會理事長謝孟霖理事長說，目前已經有一千餘隻老鷹路過彰化，後續的數量應該會再增加，因為去年10月份老鷹南下墾丁的數量就超過10萬隻，今年北返的話，應該有機會超過3萬隻。

　　農業處表示，2021鷹揚八卦賞鷹活動從3月初到3月底推出一系列的生態、社區體驗遊程等活動，3月20、21日兩天於芬園鄉文德國小盛大辦理的主活動，不僅可在文德國小觀景台觀賞灰面鵟鷹及其他猛禽鷹姿，還安排了寓教於樂的生態闖關遊戲的生態市集，如認識灰面鵟鷹、認識外來種禽鳥，還有紙浮雕、彩繪臉譜、文創攤位等，讓大家瞭解生態保育是生活的一部份，透過生態觀光、美學、生活、感官體驗及多元的活動形式將鷹揚八卦精神落實於生活教育中。

　　農業處指出，縣府為傳達保育觀念並歡慶此自然界的盛況，從民國82年開辦「鷹揚八卦」賞鷹活動，至今已有28年，所以彰化的賞鷹活動已成為全國知名的生態盛會，野鳥學會長期協助縣府，除了宣導民眾保護八卦山淺山森林灰面鵟鷹棲地的重要性，也提醒民眾一起創造「人」與「自然」的和諧關係，並提倡環保、健身的概念，共同締造彰化幸福城市。
