臺南市為動物友善城市，轄區內不乏愛心人士設立流浪犬貓收容場，目前農業局動物防疫保護處列管50場，協助收容9,327頭流浪犬貓，公私協力處理流浪動物問題。市長黃偉哲表示，為擴充收容量能，市府110年編列預算50萬元推動「臺南市公私協力流浪犬長照終養計畫」，期望透過民間單位終養動物之家收容的不可回置流浪犬，讓這類流浪犬老有所終。

農業局長謝耀清指出，對有攻擊性或追咬人車問題的遊蕩犬，動保處捕抓後長期留置於動物之家，為妥適安置這類犬隻，動保處積極推動多元工作犬認養計畫與公私協力辦理送養會，並協助民間狗場辦理狂犬病防疫、絕育及輔導土地合法化與申請動物保護容許使用。今年預計辦理「臺南市公私協力流浪犬長照終養計畫」，透過合法立案的民間團體或私人狗場（個人），終養動物之家收容的不可回置犬隻，每頭提供認養補助5千元，預計推廣認養100頭，藉以擴充收容量能。

動保處長吳名彬說，該處很重視送養犬隻的認養前環境審查、絕育與預防注射等工作，要求認養犬隻後應遵守《動物保護法》相關規定，必須妥適照護終養，並配合該處後續訪視及追蹤。認養人如有不當飼養、違反《動物保護法》等情事，該處得收回送養犬隻，並視情況追回補助費用。

動保處表示，該處將持續推動民間狗場輔導工作，並積極向中央爭取經費補助改善民間狗場設備及合法化代書費用等，逐步提升民間狗場經營管理品質與擴充收容量能，期望公私協力讓臺南市的流浪毛小孩老有所終，更歡迎民眾到動物之家參觀認養，讓幼有所養。

Director of Animal Protection Wu Mingbin said that the department attaches great importance to the pre-adoption environmental review, sterilization and vaccination of dogs. It requires that after adopting dogs, they should abide by the relevant provisions of the Animal Protection Law, and they must be properly taken care of for the end of life. And cooperate with the follow-up visit and follow-up of the department. If the adopter has improperly raised, violated the "Animal Protection Law," and other circumstances, the department may take back the sent dog and recover the subsidy according to the situation.

The Department of Animal Protection stated that the Department will continue to promote the guidance of private kennels, and actively seek funding from the central government to improve the equipment of private kennels and legalize book-writing fees, etc., so as to gradually improve the quality of operation and management of private kennels and expand the revenue capacity. Public-private efforts have made the stray hairy children of Tainan end their lives, and people are welcome to visit the animal homes to adopt them so that the young can be raised.
