Well-known companies have used the handicapped for 17 years under-represented Chen Xinyu: Don’t escape!

   The Labor Reconstruction and Utilization Department of the North Labor Bureau used a project approach to counsel well-known companies that have underemployed the physically and mentally handicapped for a long time, and requested improvements within a time limit. However, there are still companies that have been undersupply for 17 years, many of which are leaders in the multinational technology industry. Chen Xinyu, director of labor in Beijing City, appealed that, instead of investing millions of dollars in public welfare undertakings every year, he was passive and reluctant to provide them in full. This is really ironic and should not be avoided.


According to statistics from the Bureau of Labor, some companies have "under-employed people with disabilities" since 2004. For example, "Hong Kong Business Yahoo Information Co., Ltd. Taiwan Branch (Yahoo!)" should have hired 10 people and already hired 1 People, less than 10 people; "Trend Micro" should hire 16 people, 8 people already hired, and less than 8 people; "Synopsys Taiwan" should hire 9 people People, 3 people have been hired, less than 6 people.


   "Changchun Petrochemical Co., Ltd." should recruit 28 people, 23 people have been recruited, and less than 5 people; "Advantech Co., Ltd. (Advantech)" should recruit 31 people, 28 people have been recruited, and less than 3 people.


"A negative attitude and no progress!" Chen Xinyu said solemnly. These well-known companies that have not been affected during the epidemic and continue to expand their manpower have never fully recruited people with disabilities. Among them, "Taiwan Synopsys Technology" will make a big move this year. The research institute cooperates, but there is still no effective way to recruit people with disabilities.


Chen Xinyu pointed out that most of the under-represented companies use "the right to open vacancies is not in Taiwan," "it has been noted on the Human Bank website that the disabled are welcome," and "all vacancies do not exclude the physically and mentally disabled, but there are no suitable people". It is ironic that they cannot make full use of the amount, but compared to the large multinational technology industries that these Chinese are proud of, they spend millions of dollars in public welfare undertakings every year, but not make full use of the disabled.


Chen Xinyu said that it is a top priority for companies to actively open suitable vacancies for the physically and mentally handicapped. They can contact the resource classrooms of universities and colleges, or third-party professional units and employment service staff to assist in recruiting the disabled, rather than passively waiting; and If there are qualified disabled employees among the dispatched personnel, it is recommended to switch to direct employment, which can be exempted from continuous penalties due to insufficient quota.


Finally, Chen Xinyu urged that companies should no longer evade social responsibilities by paying differential subsidies, and should actively use disabled people to enhance their corporate image; companies can call the Taipei City Labor Reconstruction and Application Office 02-3381600 ext. 5303~5308, or Check on the official website (https://fd.gov.taipei/).

  北市勞動局勞動力重建運用處以專案方式,針對長期未足額進用身心障礙者的知名企業進行輔導,要求限期改善,但卻仍有企業17年來持續不足額,其中不乏跨國科技產業中的翹楚。北市勞動局長陳信瑜呼籲,相較於每年挹注數百萬元於公益事業上,卻消極不願足額提供,實在諷刺,不應再逃避。


  勞動局統計,有企業自2004年,至今仍「不足額進用過身心障礙者」, 例如「香港商雅虎資訊股份有限公司台灣分公司(Yahoo!)」應進用10人、已進用1人、不足10人;「趨勢科技股份有限公司(Trend Micro)」應進用16人、已進用8人、不足8人;「台灣新思科技股份有限公司(Synopsys Taiwan)」應進用9人、已進用3人、不足6人。


  「長春石油化學股份有限公司」應進用28人、已進用23人、不足5人;「研華股份有限公司(Advantech)」應進用31人、已進用28人、不足3人。


  「態度消極無進展!」陳信瑜嚴正表示,這些在疫情期間不受影響、仍持續擴編人力的知名企業,卻始終未足額進用身障者,其中「台灣新思科技」今年度將大動作與工研院合作,但於進用身心障礙者的步伐上,仍無有效作為。


  陳信瑜指出,多數不足額的企業多以「職缺開放權不在臺灣,」、「已於人力銀行網站註記歡迎身障者,」、「所有職缺都不排斥身心障礙者,但無適合人員」等理由表示無法足額進用,但相較這些國人引以為傲的跨國大型科技產業,每年都挹注數百萬元於公益事業上,卻未足額進用身障者,實在諷刺。


  陳信瑜說,積極為身心障礙者開立適合的職缺,是企業的當務之急,可透過各大專院校資源教室等聯繫,或第三方專業單位、就業服務員協助進用身障者,而非被動等待;而派遣人員中如有符合資格的身障員工,建議轉為直接聘用,可免除因不足額而被連續裁罰。


  最後,陳信瑜呼籲,企業切勿再以繳納差額補助費的方式,規避社會責任,應積極進用身障者,提升企業形象;企業可電洽臺北市勞動力重建運用處02–3381600分機5303~5308,或上官網(https://fd.gov.taipei/)查詢。
