澎湖縣政府8日上午召開主管工作會報，由日前榮獲「公務人員傑出貢獻獎」水產種苗繁殖場柯志鴻技士分享工作經驗，去年成功創造6千萬產值，未來預計將珊瑚海洋花園成功模式複製至澎湖其他適合珊瑚生長海域。
澎湖縣長賴峰偉肯定柯志鴻技士推動海洋棲地復育與推廣的努力，讓澎湖海洋復育成果豐碩，期許縣府同仁勇於任事，面對問題，創新突破，成為澎湖進步新動力。
澎湖縣政府表示，農漁局水產種苗繁殖場技士柯志鴻推廣海洋資源復育，運用外界資源成功在鎖港杭灣海域打造全台首座珊瑚海洋花園，相繼研發「珊瑚培育桶」及「海藻養殖裝置」，並取得台灣新型專利，輔導漁民養殖，增加我國大型海藻養殖產值。
柯志鴻表示，推動珊瑚礁棲地復育，在鎖港杭灣與團隊攜手打造海洋花園，培育珊瑚礁生態系重要物種海膽、鐘螺、硨磲貝，多樣化珊瑚礁，創造五彩繽紛海洋花園，同時協助社區發展生態旅遊。
柯志鴻表示，104年海洋花園造訪人次2萬人，109年增加至6萬人，以每次浮潛遊程費用1,000元計算，創造6,000萬經濟效益，未來將珊瑚海洋花園成功模式複製至澎湖其他適合珊瑚生長海域。
柯志鴻說，為解決大型海藻無法全年生產供養殖問題，他克服水溫與光照的限制，研發長莖葡萄蕨藻（海葡萄）及鋸齒麒麟菜生產模組，並輔導餐飲業者開發大型海藻特色料理。
柯志鴻表示，海洋保育觀念向下紮根，善用企業捐款及種苗場資源，活化場館，與學校、幼兒園合作，開辦「海洋小學堂」，未來規劃出版海洋教案，讓海洋保育觀念深深烙印學童腦海裡。
賴峰偉表示，做對的事，就要勇於承擔責任，不斷投入心思改善問題，他鼓勵同仁以為柯志鴻榜樣，見賢思齊，創新研究，突破現狀，開創縣政進步新氣象。
