澎湖縣政府表示，農漁局水產種苗繁殖場技士柯志鴻推廣海洋資源復育，運用外界資源成功在鎖港杭灣海域打造全台首座珊瑚海洋花園，相繼研發「珊瑚培育桶」及「海藻養殖裝置」，並取得台灣新型專利，輔導漁民養殖，增加我國大型海藻養殖產值。

柯志鴻表示，推動珊瑚礁棲地復育，在鎖港杭灣與團隊攜手打造海洋花園，培育珊瑚礁生態系重要物種海膽、鐘螺、硨磲貝，多樣化珊瑚礁，創造五彩繽紛海洋花園，同時協助社區發展生態旅遊。

柯志鴻表示，104年海洋花園造訪人次2萬人，109年增加至6萬人，以每次浮潛遊程費用1,000元計算，創造6,000萬經濟效益，未來將珊瑚海洋花園成功模式複製至澎湖其他適合珊瑚生長海域。

柯志鴻說，為解決大型海藻無法全年生產供養殖問題，他克服水溫與光照的限制，研發長莖葡萄蕨藻（海葡萄）及鋸齒麒麟菜生產模組，並輔導餐飲業者開發大型海藻特色料理。

柯志鴻表示，海洋保育觀念向下紮根，善用企業捐款及種苗場資源，活化場館，與學校、幼兒園合作，開辦「海洋小學堂」，未來規劃出版海洋教案，讓海洋保育觀念深深烙印學童腦海裡。
