新竹縣去年首度辦理「綠巨人共識營」，成功打造縣內9處社區環境綠化新亮點，第二屆新增「青年竹夢提案」，邀請縣內18-45 歲有志於環境改造的青年朋友利用所學投入社區服務，得到熱烈的迴響。縣長楊文科樂看村里長的號召力、青年的熱情行動力，共同投入環境營造行列，期待社區街角、綠生活環境、外牆綠美化、公共空間，在年輕人新視角的規劃下，可望呈現出嶄新的風貌。

縣府交通旅遊處表示，社區規劃師計畫從108 年度開始推動「綠巨人提案」，提供因為公務繁忙而無法參與培訓的村里長，透過共識營一天的課程後，即可申請自工購料經費最高五萬元，打造村里新亮點。108 年度共完成9 個村里新亮點，如：竹北斗崙里「人行道圍籬綠化」、新豐松柏村「明新街綠美化」、關西南雄里「轉角綠到愛」等。

　　今年度除了延續廣受好評的綠巨人提案外，亦新增「青年竹夢提案」，規劃景觀設計與植栽養護的課程，由里長帶動里民和青年朋友共同投入公共事務，跨出為為家鄉環境營造踏的第一步。

青年竹夢的提案人須先參加３月1２日在縣府簡報室舉辦的綠巨人共識營（５０個名額秒殺），提案經費最高補助五萬元，以自工購料的方式進行社區環境改善，如村里髒亂點改善、水泥牆綠美化、社區角落花園等，透過使用生態工法及在地環保材質等方式，營造社區綠美學。竹夢青年將可成為社區規劃師的種子，未來繼續參與社規師計畫培訓，改善家鄉環境，營造竹縣好生活。
